Polarization is likely the answer you are looking for. Water molecules are polar meaning they have unequal charges allowing it to form polar bonds very easily with other molecules. Polar bonds have unique charge characteristics in that areas are positive and areas are negative. This creates a static charge when the right molecules are together.
