my guess would be: 2 methyl, 3 chloro buthane
because it has a 4 carbon long single bond backbone which would make it buthane, and it has chloride in the second or third carbon and a methyl group (ch3) on the second or third carbon, depending on the orientation. Im sure there is a consession about which of methyl or chloride goes first in the name but im not sure about which one it is
Naming a complex molecule like this one can be quite difficult. Here is a helpful website in name this compound: http://www.woodrow.org/teachers/chemistry/links/chem1/namingcomp.html
