In your own words, explain why light can travel with or without a medium.

you can consider light as a particle with some momentum or energy that normally travels through a vacuum( without a medium) but when it reaches a medium, it will either be slowed down or completely stopped depending on the type of medium because the light particle's momentum or energy will be absorbed by the surrounding molecules within the medium
