Mesoscopic particles are (intellectually) devised to behave as point-masses in Newtonian mechanics.

The possibility to have them or not, depending on the medium, its temperature and pressure, depends on statistical mechanics.
For instance, in a gas at very low pressure, there is not possibility to use the concept of mesoscopic particles.
