Since it's talking about odds I suppose it wants you to convert 60% to a fraction. If there is a 60% chance of it snowing tomorrow, then there's a 40% chance of it not snowing. So as a ratio, the odds in favor of snow are 60:40. However, you will need to simplify this. Do you think you can do that?
