You can't receive notifications if:
• The person who has tagged you has blocked you, or you blocked that person.
• You are not receiving notifications by tags of certain people because of your notification     settings.

i tagged myself I didn't receive notification but when others tag me I receive notifications

That is intentional, @mathslover. 
You could receive notifs for tagging yourself, but they disabled it in one of the releases.
