Why did Justinian I want to reform the law of the Byzantine Empire?

The Byzantine Empire under Justinian had a legal soup of many different laws throughout its regions. Some laws were redundant, others were specific only to particular areas and made no sense elsewhere, and this kind of confusion wasn't helpful in maintaining the goals of a unified state. So he sought to solve those issues through creating clarity and coherence with a simple to understand code that would be used throughout its courts, removing what wasn't needed and bringing the rest into one convenient package that everyone could understand. The result was the Justinian Code.
