you need to visualize this or graph it,
x = -2 is just a vertical line passing through -2
any line perpendicular to it will be a horizontal line parallel to x-axis
horizontal lines have a slope 0
so now you have slope (0) and your point (2,1)
use slope point form to get the eqn.
