When you see a linear equation with only one variable it means that the "missing" variable can have any value. For y=-3, y is always -3 reagrdless of the value of x. Therefore, the following points would be on it's graph(-7,-3), (101,-3), (5,-3) etc. Therefore it is a horizontal line. Apply the same logic to x=6, and the answer to the question will be apparent.
