I'm helping my little sister with her homework, and we have one disagreement, can you help?

I think that the right answer is "a tall girl", and my sister thinks that "is a tall girl" is the answer. Who is right?

Alexa= noun
is = linking verb
a = artticle
tall = adjective
girl = noun

state of being/doing is a linking verb or action verb, respectively

therefore "is" tells the being of the subject (Alexa)
