No you do not capitalize 'contracting officer's representatives'. The only time you would is when those words are making up an official title. at which point it become a proper name. It is obvious from the context of the sentence that this is not the case.

@lgbasallote & @Ansco : The abbreviation in parenthesis only needs to be included if AND ONLY IF the abbreviation is used later in the text AND it should only be (COR) not (CORs).
