Yes. It's sarcasm because Benjamin didn't really mean what he said. He meant the opposite. When Benjamin was born, he was very old when he was born and the people werent really happy to see him. They were shocked at how Benjamin looked, and so, they didnt welcome him. Therefore, that makes Benjamin Button sarcastic
