after you've solve the inequality, you get x<13 which means x is less than 13. The only answer less than 13 left, is 12.

No. @ganeshie8 explained:"if two sides are same, then the angle made by largest side is larger" Besides, the figure is not of a parallelogram. The fact that one side is 13 and one side is 16 makes a lot of difference to the angles.
