There are 8 possible digits for the tens' place (1, 2, 3, 4, 5, 6, 7, 9) and 9 possible digits for the ones' place (0, 1, 2, 3, 4, 5, 6, 7, 9). Thus, there are 8*9 = 72 2-digit numbers that do NOT contain in 8 and, so, there are 100 - 72 = 18 numbers that DO contain an 8.
