Assuming you mean fluorescence, that's when a substance absorbs energy and then emits light (typically at a longer wavelength than the original source of excitement). This light emission happens more or less immediately. Phosphorescence is basically the same, except that there is a delay between the absorption of energy and the emission of the light. Wikipedia says: "The slower time scales of the re-emission are associated with "forbidden" energy state transitions in quantum mechanics. As these transitions occur very slowly in certain materials, absorbed radiation may be re-emitted at a lower intensity for up to several hours after the original excitation." Z.

Fluorescence- broad application in several branches of science including spectroscopy, FACS, DNA analysis etc. Phosphorescence (eg the glow of some watch dial, toys etc at dark) also have some. The main difference is, for first one excitation immediately give emission but for later it will take some time for emission.
