Instructions say "your given an equation of a line and a point. Use substitution to determine whether the point is on the line". The first problem is y=5x+3; A(1,8)

The point is written in the order (x,y) To check whether its on the line or not replace x in the equation by the x-value from the point (this case it is 1), then replace y in the equation by the y-value from the point (this case it is 8). The point is part of the line if the two sides of the equation equal each other. If they do not equal each other then the point is not on the line.
