What do you mean by "has blocked"? Did the administrator blocked the ports used by your torrent program? Or blocked the torrent search engine? If you let me know more details i will try to help you.

you could use hotspot shield launch..

You could also realize that the administrator has probably blocked dl-ing via Torrents for a reason and maybe you should honor that. It is, after all, not your network.
