That's not really algebra, but the notation is looking for the union of sets. It means to put them both together, but if there is an element common to both, don't repeat it. It's like asking, "what can I find in set A or in set B?"

Its asking for the union of the sets in A and B include all the elements of A and B but only write the repeated elements once.
