I thought it was B, but I guess not, but why would it be A without a 1.... I don't think they would use 00,10,20 etc?

yes, even if there aren't any numbers like 40, 41, ..., 49 you still place a stem for 40 because you'll see how the data is laid out and how the distribution looks (ie how spread out things are)
