water holds much more heat for the same temperature - it will work much longer for ur feet

There is of course one more reason - aluminium heat conductance is way higher (faster that is) than of water ==> so even the little heat it's got it will lose rapidly.
That is why, aluminium is the material every teflon pan/ceramic pan/ aluminium pa is mainly made of. It quickly heats from the gas and quickly gives its heat to foodstuffs above it
