The two option in the question a  is a study of diseases and and b is agriculture is the science of farming on large scale.... the third option is about the farming of fish crustaceans, molluscs and aquatic plants..
A better approach will be to go with agriculture and not aquaculture as aquaculture will require food for the breeding fishes and since the country is already going through a rough patch, I think it will go for agriculture were it can produce for a large no of people. and moreover there might be people that are vegetarians and they might not take fish as a part of their staple diet..
