For a line to be parallel to another, the slopes must be the same. For them to be perpendicular, the must be the negative reciprocal (i.e. -1/2 is perpendicular to a slope of 2). If neither of these two is true, then its neither. So, by what you've written, your two lines are neither parallel nor perpendicular.
