Why is there not just a national government that makes all of the laws??

For the same reason there isn't just a dictator who rules by direct decree. Painful experience suggests that the more power is concentrated in the hand of the few, the more tyrannical it is -- unresponsive to the genuine needs and wishes of people, clumsy, arbitrary, cruel. Your ancestors, having studied history well profited by it, and constructed a government which finds it very difficult to constrain your liberty, because of the vast number of people and organizations that have to all agree to pull it off. Count your lucky stars.
