i would choose capital punishment. Because I can say a lot of arguments on it. I can state the good side of it (like it imposes fear on people so that they don't commit grave mistakes) and also write bad sides about it (like it commits murder and is taking away others' lives). Both of which are important for persuasive essays

I would choose Surrogate mothers, because there are a lot of studies on nature-versus-nurture that I could use to support whichever position I decided to support. Also, there's more of a flexibility to that question and it's a little bit more open and almost philosophical. It would be fun to research and discuss.

Immigration laws could be fun to write about also. You have the good and the bad points with that as well. That one is very hard to do unless you can talk easily without your teacher thinking you are  prejudiced
