All of them describe the origin of the state except evolutionary theory, which (I believe) tells us that we came from monkeys, and that evolution is still going on.

I didn't come from a monkey, and neither did you unless one of your ancestors had some unnatural relations.  What evolution says is that both men and monkeys descended from some other creature, who had some of the nature of both.

I concur with @BTaylor- at least, as far as evolutionary theory not being a theory of the origin of the state! And I think @Carl_Pham is right about evolution.

But I know that a and b are theories of the origin/legitimacy of the state. So it's definitely not one of those.
