Just wondering: can administrators make changes to the SmartScore of any person? Has this ever happened in the past?

I guess no. but they can change the medal count.

Yes.
OpenStudy (mattfeury):
We don't manually change any SmartScore points. SS points are removed when content is removed, however, e.g. unfanning, removing medals, deleting replies, etc.
OpenStudy (mattfeury):
ie, "granted points are removed automatically when the point granting action is undone"
