Yeah, the best way to learn english is to watch movies,tv shows, listen to music. This technique is called immersion. Thats how one gets fluent, they immerse themselves in the language or subject of study.

watch movies, read books and novels, chat with people, and it also helps to write in english too, it really just depends of how much you know already, one thing i learned is to use flashcards, which have the name of something in english then a picture of it underneath, i use them all the time, except i use them for spanish
I would suggest to go to places where people only speak english so you can learn the language faster and better.
