How do I answer this question? Is (-3,-9) a solution to the equation y = 3x? I have a few other problems like this, and I am not sure how to do it. They are true or false questions, but how do I determine if the problem is true or false?

You input (-3, -9) into the X and Y values. The first number is always the X value. and The second is always the Y value. So, You would input 3 * -3 and see if it equals -9.
