If i fold something three times vertically then once horizontally, how many layers do I have?

Assuming that it doesn't have any previous folds, if it became a number it would become 2^4

It wouldn't matter if it was horizontal or vertical, just multiply 2 by the number of folds you do
Well....3 folds equals 8 layers...so then I thought that with the horizontal fold, it would be 16 layers because it is a fourth fold.
or you can do it the non annoying non algebraic way and fold a piece of paper and count the layers

Nope, You could fold it diagonally or any way you want, but all you're doing is multiplying the previous layer by 2
