it really just depends on which way you consider as positive y direction usually -9.8m/s^2

depends on your frame of reference....if you are falling freely under the influence of gravity at the lowest point of earth(where value of gravity is 9.81 m/s^2) it will be + and if you are moving against gravitational pull with the acceleration of 19.6m/s^2 it will be -9.8m/s^2

if you are moving up wards gravity is opposite to the motion and you would usually have gravity as negative , if you are falling from a height the gravity is acting with the motion and you would set it to be positive ,
