What is a neutral element?

I know, it has equal proton(s) and electron(s), but where I can find these elements? Do I need elements to be neutral all the time?

neutron is a neutral particle in an atom electron nd proton are found inside the nucleus of an atom

Elements are neutral because they are free and uncombined, hence they are in their ground states with all their electrons . they lose this state of neutrality when they lose or gain electrons. This causes them to become unstable , and then they are no longer called electrons but anions or cations
