This is such a bizarre and incredibly specific question that I'm guessing the answer is in whatever article/etc. was provided in your course. You probably had to read an article/textbook chapter/something similar and then answer questions based on it, right?

Then... google it. They wouldn't ask you the question if you couldn't find the answer. The Spanish president probably did an interview at some point in which he talked about this sort of thing.
