Federalism is the best answer. An Amendment must be proposed by Congress -- so there's the national government role -- and then ratified by a majority of state governments, e.g. state legislatures, although states could in principle schedule a vote on the topic if they wanted to. So there's your state role.

It's possible for the states to force a change to the Constitution over the will of the national government, but what they need to do is call for a Constitutional Convention, at which each will be represented by delegates, and the Constitution rewritten. That's rather a can of worms, of course, so it's never been done, although sometimes people talk about it.

For example, it does put an upper limit to how much large states can use the power of the Federal government to push around small ones. For example, just suppose for the sake of argument Texas grows so hugely in population that it ends up with the majority of Representatives in Congress and therefore the majority of the votes in the Electoral College. That would mean that Texas, all by itself, would control the House of Representatives (atlhough not the Senate) and the Presidency. That's a heck of a lot of power, and probably Texas could use its near-complete control of the Federal government to push around all the other states.

But only up to a point: because if the other states call for a Constitutional Convention, it happens whether Texas and the Federal government like it or not, and at that Convention, Texas will have only 1 vote, just like every other state.
