The Republic came first, the Empire came afterward, so that rules out 1. Rome was at the height of its power as an Empire, so that rules out 3. Christianity became the state religion with Constantine in roughly 315 AD, so that rules out 4. (The Empire was founded in roughly 1 AD by Octavian.) You're left with 2, which is perfectly reasonable.
