Yes, it definitely will depend on the height of the hats
volume of cone = (1/3) pi r^2*l
Because the formule for the volume of a cone is \[\frac{ 1 }{ 3 }\Pi h r ^{2}\]
there is no relation between the diameter of the hat and the height of the hat, so you can't answer the problem
