Why did Justinian I want to reform the law of the Byzantine Empire?

The Byzantine empire had inherited a huge collection of laws from the Romans, a tangled mess that made it difficult for the regular person on the street to understand much less keep up with. To better organize it and make it understood by everyone within the empire is why Justinian decided to reform it.
