I'm guessing that this might be in reference to the Shah, Mohammad Reza Pahlavi, who was ousted in the Iranian Revolution in 1979. The Shah was particularly unpopular with Iranian Muslim leaders who regarded him as a puppet of the United States and who was bringing too much change to Iran too quickly, especially changes that they felt were offensive on religious grounds. It also didn't help that he and his family were heavily corrupt and controlled Iran like a dictatorship.
