Identify laws that were used to cement racial discrimination in Africa. ^^^ What does "cement" mean? Is it mean the laws that were used to against racial discrimination? Or the laws for racial discrimination?

To cement something is to establish firmly, like concrete, which is made with cement. So the "laws used to cement racial discrimination" put that racial discrimination in place so well that it could not be easily removed.
