It provided a written record of the laws used by that society, a early code that governed how that society should function under its government. It defined what was right and wrong and the consequences for breaking the laws, a very important ingredient in maintaining a stable and orderly society in any generation. Without it, anyone could make up anything they wanted without regard for the consequences, or have no idea of what was and wasn't allowed in any particular place.
