i think the higher the baloon goes the more pressure.

The atmospheric pressure decreases and the pressure inside the balloon increases so it bursts.

when he goes up um the atmospheric pressure will decrease so the baloon will expand,since his pressure is higher than atmospheric

the preasure and volume are inversly proportional. hence if you go up the atmospheric column the atmospheric pressure decreases, and eventually the volume, i.e. the ballon expands. as the layer of ballon cannot resist the volume of the inert gas. hence it bursts :)
