Mexico City has an elevation of 7400 ft above sea level. Its normal atmospheric pressure is 589 mm Hg. At what temperature does water boil in Mexico City?

You need a vapor pressure curve for water to really answer this properly. Boiling point decreases as altitude gets higher, but it's not a linear increase, so we can't make a ratio out of the information.

Sounds like a Clausius-Clapeyron problem to me.

I did do a C-C equation got all the way to the end of the equation but am not getting a answer that makes sense
