Please help me I dont get this. Use the vertical-line test to determine whether the relation is a function. If not, identify two points a vertical line would pass through.

The vertical line test is that it can only pass once once on the left and once on the right.

it is not a function and from given graph the two points are y=4 and y= -4

Pretty much. We know that a domain cannot have two different range so this test basically just proves it on a graph.
