what is the order of magnitude of the ratio of the charge on an electron to the mass of an electron ? thanks !

Depends on the units you use for each. If you use atomic units, for example, the answer is 0 because the ratio is 1 (1 e/1 m_e). In MKS units the answer is 6 beause the ratio is 1.76 x 10^6 (1.602x10^(-19) C / 9.109x10^(-25) kg).
