y/5+2=-8

To isolate y, subtract both sides by 2. After that, you will have to get rid of the denominator so multiply both sides by 5 afterwards. To solve these questions, just get rid of individual terms (such as the +2) on the side of the variable. After getting rid of the 2, y/5 will simply be y(1/5). Now you can also get rid of that term.
