must most likely the answer is either way you can measure a mile in centimeters, but you will most likely have more errors than if you did it with feet. Or even better meters...

this question is very ambiguous. If the rope is not exactly a certain amount of meters, like 5 meters or 6 meters, you are going to need to measure meters, and something else, example: I am 5 feet 11 inches tall.
