When you have significant figures, you have to round up or down to the closest ten, hundred, tenth, hundredth, etc.
For example, 3471 to 2 significant figures would be 3500. 3 and 5 are the significant figures. You round up to 3500 and not down to 3400 because the next digit after 3 and 4 is 7. 5 or higher rounds up.
