Use \[ \frac{\sqrt{a}}{\sqrt{b}} = \sqrt{\frac{a}{b}} \] and then simplify the fraction using normal rules.

Now you can just ignore the root sign and simplify the fraction inside, \[ \sqrt{\frac{\frac{42w^3}{45p^3}}{\frac{39x^2w}{70p^2}}}=\sqrt{\frac{42w^3*70p^2}{45p^3*39x^2w}} \] Try to do the last few steps.
