Why did Justinian I fail to regain all of the former provinces of the old Roman Empire? His general made military blunders. His troops mutinied. He ran out of money. He didn't equip his troops well.

The plague of Justinian wiped out 40% of Constaninople and ravaged his taxpayers. So I guess you could say he ran out of money.
