It is an opinion because it states thoughts which are not fact but instead beliefs. In addition, some of those opinions are factually inaccurate.

You can easily tell that some of the points made are opinion because you can have a differing opinion on the same topic.

For example, I could argue that each individual is not very interested in the affairs of the state at all. Only two-thirds of eligible voters cast a ballot in Presidential elections.

In my example, "each individual is not very interested in the affairs of the state at all" is my opinion. Whereas, "Only two-thirds of eligible voters cast a ballot in Presidential elections" is a fact - not opinion.
