That problem statement is a little unclear.  But to start with a factor of [h / (15 sec)] x [(60 sec)/min] will play a part.

Actually, I see what the problem is really saying now.  You can either say r = [h / (15 sec)] x [(60 sec)/min], or more simply, what you have, which is r = h x 4.  So, you got that one
